How do you see our criminal justice system becoming more effective?

Essex Ron asked:

Surely prisons fail because people go there too late. All of the so-called alternatives are soft options that do little to nothing to discourage criminal behaviour. Thus, those who appear before the courts time after time and do not go to prison see criminal behaviour not being punished. By the time they go to prison they are already habitual criminals, and any attempt at rehabilitation is far too late.

Surely they should be imprisoned the FIRST time they offend – for a short period – and have the error of their ways rigorously drummed into them in an effort to return them to the straight and narrow.
